Overview: The emergence of the charismatic authority of Gamal Abd al-Nasser in the mid-fifties had a profound impact not only on Egypt’s domestic politics, but also on her relations with the rest of the Arab world. By mobilising Egypt’s human and material resources, President Nasser pursued an activist Arab policy which consolidated Egypt’s primacy in the Arab world. Although Egypt under President Sadat has been increasingly preoccupied with domestic rather than foreign policy, Egypt still sees herself, and is still perceived by the other Arab states, as a central actor in the Middle East regional system. Egypt’s involvement in the Arab world, therefore, continues to have a major influence on the configuration of forces in the area.
This book attempts to describe Egypt’s foreign policy towards the states of the Arab Middle East. It is divided into two parts. Through the utilisation of a historical analysis, Part One describes the development of Egypt’s relations with the other Arab states during the period 1952-70. The second part which forms the major portion of the book explores the setting, the actors, the attitudes and the processes of Egypt’s foreign policy. It begins with a methodological chapter setting out a simplified model (a framework of analysis) which involves the identification of the underlying elements of a state’s foreign policy and their classification under a series of specified categories. These categories are then explored in detail in successive chapters of the. book. They include the capabilities of, and the constraints on, the country’s foreign policy, the institutions and processes of policy-making, the values and images of the decision-makers, the political and economic objectives pursued by the policy-makers, and the instruments with which these objectives are implemented. The last chapter then brings the analysis up to date through a detailed application of the model to the Sadat period.
