Nowadays, PCs do not have serial and use USB to Serial, which means that they are connected to each other using a USB cable, but the internal communication uses serial communication. The classification of Arduino is based on the MCU (Micro Controller Unit) used in the product, and the UNO is the most common for beginners. Arduino makes it very easy to create a working project if you know the C language. The C language is hard to explain in a page or two, but the Arduino code is not complicated, so you can type while reading the book, so it will make sense as you build the code.
